Scope: CLI flags and workspace subcommands, TUI workspace cycling, Python SDK workspace parameter, e2e tests, RFC 0011 (24 files).

Split for bot review analysis. Not intended to be merged.

Part 3/3 of workspace review split (PR 2243 mirror).
CLI: --workspace/--all-workspaces flags, workspace CRUD subcommands, SSH alias update.
TUI: workspace cycling with [w] key, WORKSPACE column in tables.
Python SDK: workspace parameter on all methods, InferenceRoute rename.
E2E: workspace lifecycle tests, updated sandbox/provider tests.
RFC: multi-player design document.
